ECA programmatic assistance 2007

Armenia received assistance to organise a stakeholder training on MeBr alternatives in the post-harvest sector to sustain compliance with their MeBr plan of action which requires zero MeBr consumption from 2007.

Montenegro received assistance to initiate the data collection required for the preparation of the Country Programme and the establishment of consumption baselines. The Country Programme preparation and Institutional Strengthening projects have been submitted by UNIDO for consideration by the 51th meeting of the Executive Committee.

Albania received assistance to facilitate the implementation of their National Phase-out Plan and to enforce their border controls and import / export licensing system.

Bosnia & Herzegovina received assistance to organise stakeholder consultations in order to sustain compliance with the CFC, MeBr and TCA plans of action which require a reduction of the CFC consumption to 3.0 ODP tons in 2007 and zero in 2008, a zero TCA consumption from 2006 and a zero MeBr consumption from 2007.

Kyrgyzstan received assistance to develop a software programme to facilitate the exchange of information related to licensing systems and trade in ODS between Customs and Ozone Officers in Central Asian countries.

Turkmenistan received assistance to organise stakeholder training on MeBr alternatives in the post-harvest sector. The country detected MeBr consumption in 2006 and requested the revision of the MeBr baseline. Background documents for the training will be prepared in Turkmen language.

ECA programmatic assistance 2006

Armenia requested compliance assistance to implement their methyl bromide (MeBr) plan of action. The objective of this activity is to cooperate with the two major fumigation companies in the country and to inform their clients on alternative methods of pest management and the establishment of the licensing system which is expected to be enforced towards the end of 2006. The client training will be supported by NOU Georgia and his MeBr consultant (country-to-country assistance). The activity is linked with the other MeBr activities in the region i.e. the proposed MeBr contact group meeting in Kyrgyzstan and the participation in the GEF MeBr training in Bulgaria. During these activities, the MeBr experts of the two major fumigation companies in Armenia will be exposed to alternative methods of pest management.

Moldova requested assistance to certify refrigerant identifiers purchased as part of the national customs training. These certificates will be issued by the relevant local standardization authorities in cooperation with the equipment suppliers. The activity has demonstration character and may trigger similar certifications in other network countries. Lessons learned shall be shared with the other network countries.

Serbia & Montenegro requested assistance to prepare a training kit for customs officers in local language.

Turkmenistan requested compliance assistance to up-date their Country Programme which is required to reflect their new status as a Article 5 country with new obligations and phase-out schedules under the Montreal Protocol. The activity will be supported through country-to-country assistance (peer review) by the NOU Kyrgyzstan.

ECA programmatic assistance 2005

Kyrgyzstan received financial assistance to improve the current ODS regulations / import & export licensing system and to establish a comprehensive national law on ozone layer protection with the help law experts available in the country. Currently, there is no provision on how to deal with seized ODS and ODS equipment and enforcement of ODS regulations is lacking.
