Data ReportingUnder TheMontreal Protocol
All Parties to the Montreal Protocol are obliged to report data annually to the Ozone Secretariat in Nairobi. Developing country Parties operating under Article 5 of the Protocol (Article 5 Parties such as Belize) and receiving financial assistance from the Multilateral Fund also have to submit data annually to the Fund Secretariat in Montreal.
As an Article 5 Party to the Montreal Protocol, Belize needs to report data annually to the Ozone Secretariat in Nairobi by 30th September of each year and also to the Fund Secretariat by 1st May of each year. All reports to both Secretariats must contain data related to the previous year.
Why Report?The Ozone Secretariat uses the data submitted by the Parties to assess compliance with the agreed phase-out schedules. The data also serve as the basis for monitoring the progress of the global efforts to protect the ozone layer and identifying any problems with reaching a timely transition to ozone-friendly alternatives. This enables the Parties to the Montreal Protocol to take timely action, if needed, so as to protect the ozone layer effectively. Data reporting by developing countries to the Fund Secretariat enables the Multilateral Fund to assess the success of its efforts to support a smooth ODS phase-out in developing countries. It also provides the basis of planning the future activities of the Multilateral Fund including the efficient allocation of resources among the Parties. What Data Does Belize Have To Report?Belize has to report annually on all substances controlled under the Montreal Protocol. There are eight groups of controlled substances on which Parties may be obliged to report. 
Belize’s ODS consumption is all concentrated in the refrigeration servicing sector and includes Chlorofluorocarbons (CFCs) only. There is no identified consumption of any other substance listed in the Protocol’s Annexes in any other sector. Belize does not produces CFCs, all its consumption is met through imports. Therefore Belize reports only imports of CFCs to both Secretariats. Data Reporting System under the Montreal Protocol

Information on administrative and supportive actions in the implementation of Country Programmes has to be provided to the Fund Secretariat along with annual data reports. Article 5 Parties may also have to report further information to the respective Implementing Agency. Belize provides to UNEP/ROLAC Progress Reports of the Refrigerant Management Plan Update (RMPU) Activities and Institutional Strengthening (IS) Activities, and Expenditure Reports of RMPU and IS.
